Executive Summary

The Integrated Program Management Office offers organizations a central place where all activities regarding projects can be handled. There is less focus on literature that addresses the most appropriate leadership skills for use in these projects. Nevertheless, there is a consensus among researchers that leadership is the cornerstone of the success of IPMO in delivering projects. The intent of this research is to provide findings on the most appropriate leadership style that can be used with IPMO to ensure that projects meet their goals. The study was conducted through a qualitative research that involved interviewing and pen ended-questionnaires. The research is a case study of ABC Consulting, and it involves eleven project managers working on different projects. The data was collected using a questionnaire that was formulated using the research questions and administered via phone or in person. The responses show that the managers utilized both transformational and transactional leadership approaches. The research shows that transformational leadership methods are the most appropriate for managing projects under the IPMO. Suggestively, there are many aspects that require change management associated with the implementation of IPMO (Misner, 2008). Additionally, the research is in line with aspect of temporary leadership required in the management of projects (Tyssen, Wald, & Spieth, 2013). The main issue with the use of transactional leadership is that it reduces the participation of other stakeholders due to its focus on achieving the project goals. Resultantly, only a few people have the capacity to make changes and decisions in the project (Haas, 2006). It is desirable that ABC Consulting engage the leaders in training that will promote the use of transformational leadership that is used by the company.

1 Introduction

The role of Integrated Program Management Office (IPMO) has become a fundamental issue in leadership studies. As organizations grow, the leaders need to strategically engage in projects, programs, and portfolio management practices to enhance alignment with the organizational goals, support effective stakeholder communication and collaboration, manage talent, and focus on realizing value from company investments. The use of IPMO is in line with the advocacy for integrating technology in an organization to meet market demands, achieve competitiveness, and ensure sustainability. IPMOs have many potential roles in advancing and contributing to advancing these ventures. Fundamentally, they are imperative in communication across all sectors of the business (Gmelin & Seuring, 2014). The use of IPMO in organizations is to plan, analyze, and monitor projects or programs through an integrated system. Subsequently, the company will ultimately be more profitable through increased organizational performance due to its capability to predict and effective risk management. The integration of activities facilitates increased corroboration within the organization (Project Management Institute, 2013). Despite this, many organizations across different industries struggle to define the role of the IPMO, implementation of IPMO for long-term success, and in leveraging the support of IPMO in meeting the organizational strategic objectives. The objectives of the IPMO are always in line with those of the organization (Iqbal, 2013). Although there are significant differences in IPMOs, it is evident that many organizations are seeking ways to understand and improve the use of IPMO to strategically meet the organizational goals. In this light, there is a need to critically examine how leaders are engaged in the use of IPMOs for their effective use in the organization.

IPMO is key to establishing an organizational culture that embraces successful project management. Proches (2013) alludes that leadership qualities are fundamental in facilitating IPMOs to meet their goals. The IPMO is a structure adopted by an organization with the aim of improving project management by engaging appropriate methodologies that minimize risks, conflicts, and lead to satisfactory levels of efficiency and effectiveness in project management. Additionally, they are key to the sustainability and profitability of the organization (Bobera, 2008). Nevertheless, there is a consensus among scholars that IPMOs face various challenges (Van Genderen, 2012; Proches, 2013). In situations where the project managers lack the opportunity to engage in decision-making, reduces their contributions, which might be detrimental to individuals who lack the required credentials are involved. Sometimes the use of IPMOs fails due to lack of the required resources. Consequently, these challenges limit organizational performance as the goals of implementing the IPMO are not met. Different leadership styles are engaged when utilizing IPMOs. The intent of this research is to determine the impact the leadership styles used in ABC Consulting firm has on the IPMO.

The purpose of this research is to present the best leadership method, which can be used in the application of IPMOs. The results of this study will be imperative to ABC Consulting in determining the leadership approach that can be used in running the IPMO. In ABC Consulting, project managers use IPMO service to meet the objectives of different projects under limited resources. The application of different leadership styles, influences the results of using the IPMO (Van Genderen, 2012; Proches, 2013). There is a gap in knowledge on how leadership styles employed by project managers influence the performance of the IPMO. ABC Consulting has had successful and unsuccessful cases of using the IPMO following different leadership styles. This study uses a case study to investigate the leadership styles used at ABC Consulting. The data was collected by conducting interviews with project managers in charge of different projects and analyzed using a qualitative approach by identifying the emerging themes in the responses.

The research has four sections that include orientation, methodology, findings, and recommendations and implications. The orientation will focus on the secondary data and research questions used in the study. The method will explain how the study was conducted and primary data collected. The findings will present the data and the analysis. The recommendations and implications of the research will provide information on how the findings of the research can be applied in practice.
